Montenegro, located on the Balkan Peninsula in Southeastern Europe, is noted for its breathtaking natural beauty. Montenegro became an independent state in 2006, is a NATO member, uses the euro as its currency, and is an official EU candidate country.

Citizenship by Investment

The Government of Montenegro initiated the Citizenship by Investment Program as part of its continuous attempts to attract foreign direct investment and boost economic activity in the country.

The Citizenship by Investment Program in Montenegro requires applicants to make a defined economic contribution to Montenegrin society by investing in an approved development project and contributing to a government-designated fund for the progress of underdeveloped areas. Applicants and their families are awarded citizenship in exchange for undergoing a lengthy vetting and due diligence process, which includes thorough background checks.

Requirements of Montenegrin citizenship by investment

To be eligible for the Citizenship by Investment Program in Montenegro, the main applicant must be at least 18 years old, complete the application conditions, and make the required payments to the Montenegrin government. To be eligible for the programme, you can take one of two paths:

  • A EUR 450,000 investment in development initiatives in Podgorica’s capital or along the shore.
  • A EUR 250,000 investment in development projects in northern and central Montenegro (excluding Podgorica).

In addition, each application is subject to a government charge of EUR 100,000. This donation will go to a specific fund dedicated to the development of impoverished areas.
